2019 Bylaws Committee Completes Report

The 2019 Bylaws and Convention Rules Committee has completed its report for the 2019 Libertarian Party of North Carolina State Convention May 31 to June 2 in Wilmington. Read the report here.

The committee makes seven recommendations. One proposal is to make the Treasurer an appointed position, rather than one elected by the state convention. The Treasurer would be a non-voting member of the LPNC Executive Committee. The proposal also reduces the number of at-large members from nine to four.

Another proposal amends the convention rules to allow an up-or-down vote on an entire Adjunct Committee report or any of the committee’s proposals. It would also require an Adjunct Committee to complete its report and send it to the state chair at least 30 days before the state convention convenes.

Here is a summary of the committee’s proposals:

Proposal 1: Technical Corrections

Change the style of Convention Rules numbering, correct references, resolve a conflict in the appointment of committees, and eliminate outdated language in several Bylaws articles.

Proposal 2: Convention Rule 5 – Voting on Adjunct Committee Reports

Amend Convention Rule 5 to allow an up-or-down vote on an Adjunct Committee report or any of an Adjunct Committee’s proposals.

Proposal 3: Appointed Treasurer & Executive Committee Composition

Make the party Treasurer an appointed position and a non-voting member of the LPNC Executive Committee, and reduce the number of At-Large Executive Committee members from nine to four.

Proposal 4: Judicial Committee Jurisdiction

Add interpretation of the LPNC Bylaws and Convention Rules to the Judicial Committee’s jurisdiction.

Proposal 5: Members & Associates

Amend the definition of LPNC members and associates, clarify the term associate, and add the criteria of paying dues to an LPNC affiliate to qualify as an LPNC member or associate.

Proposal 6: National Convention Delegates

Require LPNC National Convention Delegates must be residents of North Carolina and designate the State Chair or Vice Chair the Delegation Chair.

Proposal 7: Advisory Senate Members

Add anyone who has completed a federal or statewide campaign as the Libertarian nominee to the Advisory Senate membership.
